No star fighters as CIS

So I'm at tech level 1 as the CIS doing a from the ashes GC playthrough. There are no individual starfighters for me available to build. Should there be? Or do I just need to move up in tech level. If this is a bug how do I fix it, because otherwise I love this mod.

Its not a bug, they removed the ability to build starfighters individually with 1.2
