Non-Dark VIP / Tagged Soldiers being used?

For some reason, MOCX units are using characters from my character pool that are NOT tagged as Dark VIPs, and only as Soldiers - I have MOCX Customiser and EXALT installed, with all 3 mods setted in their configs to use only dark VIPs, can anyone explain why this is happening?
