Power setting glitch
When I was trying to perform the 2 reactor scrams that is required to unlock control rod actuator it was almost impossible to select 100% power. When I dragged the right slider to 100% I noticed it was set to 100.001%. The research bench was not registering that I had performed the scram. I assume because technically I was not at 100%. I was able to get around this by sliding the left bar very slowly to get 100% exactly. Once at a true 100% the scrams worked and the research step was completed.

nope works fine for me, you have to make sure its fully fuelled and that when you crank it up to full power that the control rods actually retract fully before hitting scram, you just have to be patient with it

I don't actually have enough cooling to keep the reactor at 100% so I would start it and then scram when the alarm started going off. When the power was set to 100.001 it wasn't working but when I was able to set it to exactly 100 it worked doing the same method of start and scram a couple seconds later on 3x speed. I tried it 4 times before setting to the power to 100.001 and that wasn't working but the first attempt with exactly 100 it worked right away. I guess I could have been scramming it too early like you said and that it was a coincidence that it worked with the new power setting.
