Ethics and Civics Classic (4.0 Fix WIP)
for 2.0 update:
These are my suggestions for government types to add in the update

Government types:
> National-Socialism (please bring it back. I have a faction called "Literally ♥♥♥♥♥♥♥ Space Nazis," and it was perfect)
> Imperial Council - (Oligarchy) A form of government where a royal council has direct control over the empire, each leader only being replaced on death -- be it by a successor or a usurper
> Democratic People's Republic - (Imperial) A form of government which contradicts its name with ruthless authoritarianism and highly-entrenched elites
> Ecclesiarchy - (Dictatorial) A form of fundamentalist theocracy where the ruler wields less power than the holy texts they represent. All legislation is deferred by a high priest to scripture, which is taken literally to the letter.
> Corporate Heirarchy - (Dictatorial) A form of Megacorporation in which the CEO has abolished the board to gain more executive power.

Interesting.
Democratic Peoples Republic Is north korea portrayed by america. Ecclessiarchy is Pretty much a standard Theocracy, Corporate Heirachy is Pretty much the Inevitable Consequence of Anarcho Capitalism, And Imperial Council is like Feudalism but With the lords having more power than the king.

Here is my ideas:

> Strasserism/NAZBOL: (Left wing Nationalism)
Xenophobic/Collectivist (NOT pacifist or Elitist)

> Mutualism: (Socialist Free market with Co-ops instead of corporation)
Individualist/Egalitarian/NOT authoritarian

Requires Unique Civics:
- Co-operatives : (Must Be egalitarian But NOT Fanatic Collevtivist/Individualist)
"A form Of Business in which Workers Organize Themselves"
-10% Unity (People take Longer to decide things since Worker Debates take longer than a boss Saying a few words)
+5% Minerals (Co-ops are more efficient than Capitalist Businesses)
+20% Egalitarian Ethics Attraction (Societies with Co-ops Generally have a More leftist Population)
+5% Hapiness (Co-operative Workers have a better life than Corporate Workers)

> Juche: (Semi-Communist Self Reliance and militarism. North Korea's Ideology)
Collectivist/Authoritarian/Militarist NOT Egalitarian or Fanatic Eltist

Civics Needed:
- Juche
"A Principle of self-relliance Created by Kim-il-sung"
+10% Defensive Army Strength (Self-Reliant Military)
+10% Fire Rate in Allied Territory (Self-Reliant Military)
+5% Unity (Kim Cult)
+5% Food (Despite Famines, North Koreas Agriculture is Impressive for A country with no power at night)
+5% Minerals (North Korea has A large Industry)
-10% Energy Credits (Sattelite Photos Of North Korea)
-20 Opinion From Everyone (The World Mostly hates North Korea)
