You forgot the _C in the spawn area. DinoSpawnEntries_Valguero_SnowForest_C for one. I can not help you with making sure there are not too many of them though, I'm having trouble with controlling amounts myself. Using some areas spawns thousands of dinos, but just trial and error it.
Some things to keep in mind:
Never make two entries for dinos in the same area, put them in the same entry, as such:

I've never tried your method, but perhaps it spawns a more controlled amount of creatures. You may just have simply missed the _C part.
