The manpower benefits from the building scale from how much manpower you already have - meaning you probably won't be building this.
Minors like New Zealand are tiny, so even though they are desperately lacking in manpower, the cloning facility building is useless to them.
Weekly Manpower can be viewed as an effect ingame, I believe one of the new military advisors has it if you are communist. This actually means that New Zealand *is* now a viable minor: but only as communist.
