Am I just being an idiot? I cant find this in the map selection even with mod enabled, what am i doing wrong or what am i looking for?

I am not sure if it just me or a small bug with either a mod or your map there are times that I can not get the industry to work. Sometimes it is after I reload the map from a prior save, Example: I plop down 3 freight terminals. One for raw materials like oil. I then take it to a refinery for fuel than to a town with a cargo terminal for road vehicles. The problem is the refinery. It except the crude oil and produces the fuel and refined oil but doesn't put the fuel onto the station dock for pickup. I do have 2 cargo terminals for the trucks. A big one by the train station and another by the industry.

What am I doing wrong? This has happened with a food plant also. I start the game at the early stage so the product from industry is a good way to make some good cash at the start of the game whereas passengers can be rather slow at first.
