Report a translation problem
There're some bugs I've encountered with hydrogen thrusters at all, no matter if tiered or vanilla. Sometimes it helps removing some of them or all, and attaching them again. They often refuse to work if one is misaligned. Maybe cycling power could help. Just tested them in an empty world, all 4 types with a new built large ship in creative, having 1 reactor, some gyros, one hydrogen tank (without any generator) and conveyor blocks underneath any thruster -- no problems.
If you like, take a look at the "Tiered Thrusters", those with T4 "Angel Fire". They don't have significant less power than these tiered hydrogen thrusters.
