No Speed Loss with Cloak

I like how the Envoy looks during Cloak, and I use it as a personal ship for my Terran Cadet / Spy, but the speed penalty ( with no boost on top ) is just to much for the reduced Sensor Range.

So I've changed some effects of the Cloak Mode, with the idea being: It's a Scout / Spy ship, that needs to run away fast if it's get spotted.

• Cloak no longer reduces Speed and Maneuverability. Instead it gives increased Acceleration by 60%, and Deceleration by 40% ( means the ship reaches Max Speed and Stops faster ).
  
• Slightly reduced the sound volume of the Engines and Travel Mode ( If you flown Envoy, you know how they are to loud and even annoying ). So it's now possible to sit in the Captains Chair and not go mad ( More or less ).

So now Envoy has 2 distinct modes:
- Radar, Cloak and Speed for Skulduggery.
- Weapons and Boost for when "Diplomatic Immunity" is no longer an option.

With Teladi Engines and Level 3 Ship Mods ( "Reduced Mass" and "Travel Speed" ) it can reach 15 km/s and becomes awesome replacement for Teleport.
I recommend "Ship Modifications without RNG" mod for that.
