This level feels very empty. Some obstacles would do it some good.
Upside-down checkpoints are generally not recommended, as the player almost always falls off the track when they spawn there. You can use power rings to restore boost instead.
If you're going to disable jumping and rotation thrusters, you should disable wings as well. It's possible to hit the wall at such an angle that you end up on the wall, and then you can get off the track and simply fly wherever you want.
