it's hammer editor, it's another can of worms.
You can find it in portal 2's bin directory.
D:\Steam\steamapps\common\Portal 2\bin (depends where you steam is installed i could be on c drive)
It's not very beginner friendly but i think you can get the hang of it.
There is copule tutorials to it, tho many of them are really old.
If you really need help you can go and join "portal mapping and moding" or "thinking with portals" discord to get some live feedback on how things work
