GTS Special Soldier Training

Description
Adds a new slot to the GTS that retrains soldiers to a "special class" specified in the .ini file. Useful if you have a lot of overpowered class mods and you don't want it to be common.

Code is derived from [WOTC] Rebuild Soldier by TeslaRage, so, compatibility issues and such are the same.

I only changed the UIChooseClass method to use the array from the config instead.

feel free to report if there are any bugs, and i will fix it immediately.

So, how was the blacklist work?
I add some classes I don't want to be regular GTS training into special but they are still available in regular gts training.
Like is there something not work intended?

No need to rush or feel pressured. Just a suggestion / request. I was planning on making some pretty strong soldier classes (stronger than the others..) but i dont want them to be available at any time and would like a cap on how many the barracks can have. Or how many you can train per campaign.

I could add an integer value to the config and use it as an Effect State on a soldier to track how many training sessions they've completed... Then, I can filter out soldiers whose training count exceeds the value specified in the config...

I will try to implement this one later...
though I could not give an ETA yet :mhwhappy:

Is there a way to add a limit on the number you can train?
