Report a translation problem
Thank you for reporting that. The Red Flood dev team has been changing the localisation for some countries in the main mod which messes up things like names in my mod. I have corrected the issue in the newly uploaded version.
Its entirely possible and it would be easier with Goebbels as I don't have redo everything in the nation which makes places like Ukraine, Austria, and the future Poland much harder. Its none the less a time consuming affair but I will see about getting both focus tree's in the game.
Well actually the Beiyang republic at one point had a focus tree which allowed it to reconquer china along with rebuild its army and economy. Like many things in the old versions, however, it was broken and never finished. The next update, I planned to add a modified version of the conquest part of the tree as a tac-on to the generic focus tree for Chinese states among other things. It primarily needs icons as apparently that is the last thing the RF Team makes for content if anything else I have found is an indication.

Firstly, I can have a look for the old portrait for Kivu, Sure. I am not sure if I can find it but I have a number of older versions of the mod so I think it is likely.
Secondly, the event with no localisation is the starting event for whether you want nations released through decisions or not. (More for the AI's sake honestly) The first option (A) disables them, the second option (B) enables them. I was going to fix it and add the old welcome screen (The one with more humorous options) but I had not yet gotten to it. I will include it soon.
