This is a dicision, you can start a border war with your neighbour and control their province.

代码应该改一下。傀儡和宗主国能边境冲突互揍，而且太影响决议地图观感。不妨在外交界面设置一个开关，打开后才能和特定国家边境冲突，顺便减点关系。
