Description

这是一个决议，你可以在地图上向邻居的省份发起边境冲突并夺取省份控制权。

This is a dicision, you can start a border war with your neighbour and control their province.

代码应该改一下。傀儡和宗主国能边境冲突互揍，而且太影响决议地图观感。不妨在外交界面设置一个开关，打开后才能和特定国家边境冲突，顺便减点关系。

但整体思路是很好的

also I can advice to add highlighting of regions in decisions

nice mod, but, please, add settings to disable using these decisions for AI because map gets absolutely weird in few years and it kinda ruin all game
