Hot Water Tanks in DBH do not hold water, they only store heat units.
The only buildings that consume hot water are showers and baths, and they only use like 0.00025 heat per tick. Meanwhile, with running boilers hot water storage can fill at a rate of 0.0016.
So you'd need more than 64 pawns showering at the same time to start reducing heat in the hot water tanks. Use the large hot water tank only as decoration or if you have tons of boilers to spare, because you will never need the utility it provides.

from experience, salvaging works fine with this mod if you load salvaging before it, so please do that
