You need to start a new game to get this mod working
NOT Ironman compatible!
As far as I know compatible with all other mods
Fully Supported Languages: English / German
Partially Supported Languages: French / Spanish / Portuguese / Polish / Russian / Japanese / Chinese (contact me if you want to add a language, it is not much to translate)

Detailed Description

Custom Game Rule “Every country can send volunteers”

Blocked (standard base game setting): Sending volunteers is based on ideology and world tension.
Allowed: Every ideology is allowed to send volunteers at 0% world tension.
1. Player: can send volunteers whatever country playing
2. AI: the AI volunteers behavior is based on the difficulty setting “Foreign Policy > Volunteers”
3. Standard AI volunteers setting is “limited” (historical); if you want more or less AI countries sending volunteers you can change it to “free”, “same ideology” or “blocked”

Custom Game Rule “Army Volunteer Limit”

Choose between default (standard base game setting), +100%, +200% or +300% divisions

Custom Game Rule “Air Volunteer Limit”

Choose between default (standard base game setting), +1, +2 or +3 air wings

Custom Game Rules for AI volunteer strategies for Second Italo-Ethiopian War, Spanish Civil War, Second Sino-Japanese War, Winter War (FIN-SOV), World War II and Second Ecuadorian-Peruvian War

Neighbor Countries: only neighbor countries may send volunteers
major continent countries: only major countries from the same continent may send volunteers
all continent countries: all countries from the same continent may send volunteers
major countries: only major countries worldwide may send volunteers
all not neutral countries: all countries worldwide which are not neutral may send volunteers
all countries: all countries worldwide may send volunteers
