USA map fix pax britannica

Description
Fixing the Providences in states for my USA mod for Pax Britannica, AI being funky has not been encountered yet but be aware it does change ownership of a few states and changes some providences so future updates might not like it.

small update adding surrey and alaska to original state as ive finally fixed it.
