That is more complicated, yes, and we haven't tested it for balance a whole lot yet, but we always have an open ear for improvements.
If you open the settings for MH:Core, you'll see three categories: Organic, sentient mechanical, and drones. By default, T1 are drones, but you can move them to the sentient mechanical category to have them behave the same as T2+, so they can use the skill servers. (Requires a game restart.)
