It works as the last loaded mod in the list. But make the game crash after a certain number of days, so enable it only to change resources.
For example Noricum Et Rhaetia (modern day southern Germany) was Rome's single biggest source of iron, but in-game it doesnt have a single iron producing territory due to none of the tribes in the region at game-start exploiting it at a scale where it could be considered their primary trade good
Personally I recommend keeping disabled until you need to change trade good, then disabling again, the old province menu seems pretty buggy
Hopefully someone updates this for the new Invictus UI soon
