You can adjust size of intervention forces by going to common/defines/00_defines.lua:
And editing:
VOLUNTEERS_PER_TARGET_PROVINCE = 0.05, -- Each province owned by the target country contributes this amount of volunteers to the limit.
VOLUNTEERS_PER_COUNTRY_ARMY = 0.05,

@ebcott this mod is no longer wroking as intended (i think) MD update 1.12 changed something and now the intervention division limit is back to vanilla numbers
