as it is in vanilla, just halved
as I think increasing the cost ends up hurting the game balance,
Eg 1 battleship currently costs 30 even though it's the same tier as artillery, which costs I think 15 iron and practically has 10 more combat strength then a battleship, so if the battleship costs more then it's more practical to just make artillery,
the main way the game currently does it is by increasing the production cost as units tech up,
not by becoming more costly.
so maybe flatten the costs down to 10 resources across all units for better balance?
And regarding mod setting multiple resources... In terms of realism would be nice, that'd definitely expand space for fantasy (like not only GDR can use such), but that's, of course, up to you, if you want/don't want.
