Faster Character Refresh

Description
A simple mod that will refresh your lord / agent recruitment pool faster.

The characters refresh every 2-3 turns, instead of 15 turns by default --- allow you to get varied and better traits.



Should be compatible with everything. And should never need update (pls do not shout update whenever game updates :-)

CA just fixed the capitol letters problem. All good now.

WH3MM tells me this was updated an hour ago, but it wasn't.... Well, that feature is not helping with fixing a larger modlist anymore :(

Do not know if this is working correctly with 4.x, unfortunately @tongmaster

Love this mod, hated the immersion breaking with blank or mismatched names/factions. Played around with the refresh rate, seems like 'character_recruitment_max_rounds_in_pool' = '10' and 'character_recruitment_min_rounds_in_pool' = '6' might be a trade off that doesn't trigger that issue (100+ turns, now testing on another campaign).
