Millennium Dawn: A Modern Day Mod

What mode is this?

This mod increases the maximum construction slots of the state to 112 and adjusts the number of construction slots according to the population accordingly. In addition, a decision has been added that consumes finances to increase construction slots for states owned by a population of 50,000 or more.

I see small states with 38K people and a large state with over 2M people still having the same # of slots.... why ?

Just curious, asked around in the MD discord but no one got back to me
How much effort would it take to make a small mod / submod, to give a bonus via starting buffs or decisions, to give a 50 or 100% bonus to construction speed?
