How do I get Sumire Uesaka as a Leader in Novum Vexillum Global Conflict?

1. Have Mori win Kato's Rebellion, start Communist civil war
2. Win as the Communists.
3. Take the "Triumph of Trotskyism" focus.
2. After 2012, appoint Sumire Uesaka as a political advisor.
3. After 3 years, an event will appear that will allow Uesaka to become the leader of Communist Japan.
