AI naval build fix

Description
1.12.x compatible

Fixed the AI so that it will build a more balanced navy including heavies.

Since Man the Guns the AI will primarily build screens. Meaning it will build light cruisers, destroyers, and Subs.

The Devs adjusted the AI to almost never build heavies to deal with player meta strategies.

Right now the AI will cancel any heavy under 25% completed (this is hard coded) and almost never builds a heavy or a battleship.

I adjusted the AI preferences so that they will go back to choosing a balanced navy with Battleships, it will still cancel ships but some heavies can be built.

The majors still have individual focuses such as Germany will still focus on submarines. Britain and US will focus more on destroyers.

I also added the ability for the AI to build Super Heavies, battle-cruisers, and carriers if they have researched them.

Known issues:
Soviet AI will mainly build screens ---I think this is an issue with the amount of dockyards the AI has. Giving them more docks they built a balanced navy.

AI will still cancel most starting heavies ---This is a hard-coded intentional decision by the devs to allow the AI to be more flexible. But editing role_ratios I can encourage it to build new heavies once the screen of 4 to 1 ratio is achieved.
---The mod "Naval AI Production" will add in the original starting capitols that the AI cancels at 25% via a AI only decision as well as adds AI boosters to make naval combat more enjoyable.

OK bad news my old SSD crashed with all my old mod data. It looks like its totally fubar and not recoverable. IF/when I get beck into HOI4 Ill have to rebuild the whole mod and update it for the new DLCs.

Something that I've noticed lately is that the AI has very weird priorities in building fleets. For example, some AI prioritizes building ONLY battlecruisers, and the German AI refuses to build any capital ships outside of heavy cruisers, even with over 100 dockyards to work with.

Can you make this mod r56 compatible?

WHat a based mod, i played a lot of HOI3, and its a damn shame just how moronic the Hoi4 naval AI is, most likely because HOI4 does not have overstacking penalties for fleets, so doomstacking becomes the meta in Hoi4, while in Hoi3 the AI actually builds seperate fleets.

I don't have HOI 4 installed atm...I will have to reinstall and check to see if they messed with the tables after I can get the new DLC around the start of December hopefully.
