どれか一つでもルーマニアやイタリアなど他国が占領していると起きませんので、注意してください。
5%の確率で拒否されますが、その場合ソ連の生産能力と徴兵可能人口・防衛能力に大きなバフがかかり、安定度に大きなデバフが掛かります。
