About the names of the new cities not showing up, is this the only mod you're using?
If so, did you recently install the game, or have the game installed for a long time? In May there was an update that broke mods. This can be resolved by deleting the script files in the appdata folder. Let me know if that helps
And like I wrote in the description, adding cosmetic borders to regions is very cumbersome work, something I sadly have never had time for to do. So I'm afraid you'll have to use the tooltip on hovering to see what territory your possible destination belongs to.
They could not be loading because either your localization (game language) is not set to English, or because you have other mods that edit the same localization file. Do you have a different language set in the game or do you use any other mods?
