Introducing submarine aircraft carriers.

Enables the research of submarines with one flight deck as side research for the 1940 submarine. Requires the flight deck and therefore at least deck conversions to be researched. Also requires MtG as it makes use of its specific ship designer.

Submarine aircraft carriers require a bit more resources to make (same as the 1944 submarine currently), plus the extra construction required for the flight deck, and are more detectable than a normal submarine to get the ability to launch aircraft as to make it not a straight upgrade over the normal submarines.

While not intended to replace normal aircraft carriers, this current version is probably not properly balanced.

Created as proof of concept.
