General Xue Yue

Since I don't have a sense of game play balance, I made him start at level 9 with pretty much all good skills and traits.
I can balance him out, but I would need suggestions from the community.

NOTE: Due to the method used inorder to edit or create a commander.
This mod and any other mods like it will be highly incompatible with other mods that edit's China's history.txt
And would need to be merged for it to work.
