新秩序:世界尽头 The New Order: Fin del Mundo

Description

The New Order: Fin del Mundo is a submod for The New Order: Last Days of Europe, telling the story of the Southern Cone and Antarctica.

Current version: v0.1 Demo, "The Last Frondizi"
This release covers three full months in Argentina, from 1 January to the end of March 1962: from the first ultimatum of the armed forces, through the decisive elections of 18 March, to the auction night that decides who will hold the Casa Rosada.

September 1955. Warships crowd the mouth of the River Plate. Juan Perón boards a Paraguayan gunboat and leaves Buenos Aires behind.

Seven years slip by. His name is still forbidden in print, his march is still never sung in the streets, and Decree 4161 stands in the official gazette, cold and exact. Yet the tapes keep coming from Madrid, copied and copied again, carried by hand into the union halls and the back kitchens of the shantytowns.

In the Casa Rosada, Arturo Frondizi has held on to the presidency for nearly four years. Peronist votes put him there; concession after concession to the generals has kept him there, at the price of dismissed ministers, decrees he never wanted to sign and union leaders behind the walls of Devoto. More than thirty military ultimatums lie on his desk. The next is already on its way.

In the corridors of the Libertador Building, Colorado and Azul officers measure one another across a war-game table. The Navy's commander keeps his dark glasses on even behind drawn curtains. In retirement, General Aramburu is still waiting for his nomination in 1963. Out on the Beagle Channel the patrol boats turn back at the midline without a word, and further south, on the ice, Argentine and Chilean flagpoles face each other through the snow. The guns of Snipe fell silent in 1958. The account was never settled.

On 18 March the provinces choose their governors, and this time Peronist candidates are allowed onto the ballot. Everyone knows, more or less, how the count will go. No one knows what storm will follow it.

First, choose your side of the table.

The Casa Rosada · The Frondizi Government
You hold Credit. Every ultimatum the military sends demands an answer: accept, give way, or call TRUCO and raise the stakes. Ministers are cards. Secret dossiers are cards. Even the Constitution is a card, sealed and waiting to be played last. Your aim could not be simpler: hold out until April, and still be sitting in the president's chair.

The High Command · The Joint Chiefs
You command Standing. The Colorados clamour for a purge and the Azules for constitutional order; the Navy covets the Antarctic ports, and the Air Force has no intention of being left out. Choose a director, stage a coup that may be real or only for show, and on auction night decide for yourself who the Casa Rosada will belong to.

Madrid · The Peronist Movement
You wield Pull. From his study in Puerta de Hierro, the exiled General runs the game: which camp to back, which province to bring out on strike, when to call the workers into the streets and when to send them quietly home. The votes are yours. The Casa Rosada is not, or not yet.

In Argentine barracks and bars, men play Truco, a card game won by nerve and bluff as much as by the cards. Here, every planteo the military delivers is a hand of Truco:

① The demand: dismiss a minister, strike the Peronists from the ballot, annul the elections in several provinces… The other side names its price first.
② Cards face down: one card each on the Army, Navy and Air Force slots. Ministers, cavalry movements, radio addresses: every card has its suit and value.

③ The call: shout TRUCO, raise, or swallow your pride and give way. The stakes can climb fourfold, and the price of losing climbs with them.
④ Sealed cards: Constitutional Succession, Aramburu's Promise, the Navy Neutrality Pact, playable only once their conditions are met.

⑤ The showdown: best of three tricks. Sacrifice a minister for a stronger card, or turn the hand with a dossier from SIDE.
⑥ Intelligence: glimpse your opponent's hand and intercept their signals before the cards are turned.

The intrigues of the March campaign take shape as a political weather map.

Twenty-two provinces and the capital district, five forecasts, and every one of them off by some margin. Cold and warm fronts sweep across the pampas, tracing where the Peronists are gaining and where they are slipping. Spend on radio, editorials and sound trucks, send in the police, or bring a province to a standstill with a strike, and the pressure begins to tilt your way.

The rehearsal
A coup, too, must be rehearsed. The services choose a director, who casts the roles (seizing the radio, surrounding the Casa Rosada, sealing the ports) and drills them until every piece falls into place. The Casa Rosada can answer with dinners, sabotage, even a leaked script; far away in Madrid, Perón watches coolly, weighing who will be unable to do without the unions once the curtain falls.

Auction night
At eight o'clock on the evening of 28 March, the heavy doors of the Libertador Building swing half shut. Until dawn, the Colorados, the Azules, the Navy, Aramburu and Guido bid hour after hour for the Casa Rosada. The red telephone rings and rings; staff officers come and go. Play a card, bring down the hammer, withdraw your bid, or wait to see what the next hour brings.

Our thanks to the TNO team and TNO's Chinese localisation team. Without the world they built, this small corner of the south would not exist.

Still to come: Argentina after the first act, and Chile and Antarctica in their own right. Comments, suggestions and bug reports are welcome below.

@Blub Not Solitaire, it's Truco! Argentina's bluffing card game, with the generals on the other side of the table. Thanks, glad you like the look of it!
