Tell please how to change skin of american jet fighter to another? I am tried to do this, but it become just black model of F-15 fighter.
ethnic units - stable, less skins, no city state unique skins
ethnic diversity - less stable if you have more mods enabled, more skins across the board including city states

If you wish to include the unit skins in the custom civ you have downloaded, you can do so.
You can copy any unit art of the civ you want to any mods, just like myself what I did in Philippines mod and Fire Emblem civs mod.
how is the ethnic unit mod linked to factions in case I wanted to mod a new faction using a specific skin set?
This mod is no longer playable in Civ V. The mod author that have worked on this mod is no longer active anymore.
Yes. I'm afraid the mod author is already gone, completely deserted. He is unable to continue the Civ V modding anymore. His profile is already private, and he is unable to talk with those players anymore.
