This is exactly what I did to modify the production cost and maintenance of this building, but it didn't work because I'm no modder, unfortunately. Thanks for this mod! It never made sense to me that you had to pay such maintenance for the rest of the game simply because the citizens never, ever get over their conquest. Separatism/nationalism/etc. should take awhile to be removed (hence the increased production cost), but not be a permanent punishment for a victorious conqueror.

Can we also build it in our own cities?
