As a solar tech, I have to point out that solar panels don't use lithium. That's the batteries! XD
And only if you do, in fact, use lithium batteries. Which is far superior to lead-acid, NiCD, or classic NiMH*.

* = Newer NiMH using polyacene anodes may have 2x the density of LFP, but has relatively poor speed of charge/discharge, but ~2x-5x the cyclic life! Properly cared for, even old NiMH can outlast lipo, but LFP usurped the battery market until recently.

Point is, solar panels mostly use silicon, copper, and aluminium and are HIGHLY recycleable, covering Mono and Polycrystalline panels. Flexible amorphous and thin-film use different materials and involve rare earth materials, such as Indium and Gallium, and are NOT recycleable in addition to having half the life expectancy, producing more heavy, and having between 1/2 and 1/3 the efficiency of mono and poly panels.

So I know you said there is no way for the panels to lower the electricity bill, but is there a way to just give you passive income as a compromise? Im not sure what the monthly rate should be to make it balanced. $250 - $500 a month per unit?

The panels work in the sense that they are usable as decoration. There is no function in the game that allows to lower electricity costs therefor they are purely cosmetic.

Unfortunatelly the City council of Software City has restriction of use on solar power. Pentalties for having solar power are the equivalent of the cost of electricity from the grid this is why its currently impossible to reduce your electricity bill or sale the electricity. Maybe once new elections come along we can solve this! Or just contact your local Software City Representative!

Maybe instead of producing electricity they could just slightly decrease your upkeep.
Alternatively maybe they just 'drain' a negativ value instead of a positiv one.

Still looks nice though ^.^
