I actually really like this ability, albeit a little overpowered. Getting the 2 extra charges is really meaningful, saves many turns / gold of builder creating. If you wanted to tune it down, I would just turn it to 1 extra charge. I like the synergy of production / culture, that is really cool. Not as important, but the agenda is unique, too, but a little rare to get frequently.
