did anybody actually try to give them to someone who isn't a technical?
Because it won't show it as restricted since there isn't a hook for that, but it should do nothing if you actually try to give it to them, as I've tried out on my end just to make sure I didn't accidentally break this.
You have a point with the thermobaric rockets though. Incendiary grenades have a decreased radius in LW2, so it makes sense that the rocket equivalent would as well.
Balance wise the napalm rocket could probably do with an area nerf. Otherwise all good so far.
Loving the mod, by the way. Lack of rockets seems to be one of the Technical's biggest problems.
Was this mod kept in the steam mods folder or was it put it into the XCOM 2\XComGame\Mods folder?
I tried disabling all mods and this was the one causing a problem, most likely due to an incompatibility with long war 2.
Also---why do you have 10 psy amps???lol
Any plans to add more rocket types? Such as Shredder Rocket from LW1(it could shred armor and Rupture enemy), Stun Rocket or EMP Rocket etc.

I have other request for Flamethrower fuel too. It would be cool add a bule flame for anti-robot, or purple flame for intimidate bio enemy.
