Also, if you want the mod to work in the first place, you have to uninstall EU4 and reinstall it under version 1.25. To unlock this and other old versions, insert the code EU4R2JvakDKTJ8Cn into the text box under the Betas tab.

Unzip the zipped file. You should get a folder called "mesoamer_uni" out of it. Place that in the EU4 mod folder. Open up the .mod file and change the path line to the following:
path="mod/mesoamer_uni"
That's exactly how it is set up on my computer and I just verified that it works. Hopefully it should work for you as well!
I think that should work. Also, to run the mod I think you need to unzip the zip file before you put it in your mod folder if I recall correctly.
