The Naval Embargo seems to be what I'm looking for. (Reduces losing empire Naval Capacity) Does this work for 2.0?

How long does the fleet embargo last?

Hi, I'm not sure if I encountered a bug, but after losing a war (FE), my fleet capacity is permanently reduced by 80% (-80% if I hove my mouse over Fleet capacity. Even after 15 years have past. If I disable this mod, then fast forward a month, then quit, reenable this mod again, the -80% reduction is gone.

Is this a known bug? It's really annoying, because I love your mod otherwise.

Can we get some info on what each actually does? Obviously limit the empire border limits the border in some way, but by how much? 10%? 5%? Is it permanent? Is it not? Same goes for every other thing here...
