No, I don't play Arma anymore. If you want to try modding it, I can help guide you.
Start here if you are new to modding
Before you can add in the code to handle "Thermal Vision Goggles by Rad", you will need a config dump of that mod. You'll have to look up how to do that, as I haven't done it before and I have no experience in that area. But, once you pull the class names out of the dump, you can add them into the config.cpp and then you will have fullscreen vision with your "Thermal Vision Goggles by Rad" mod.

It is client-side. If a server lists this as a required mod, then everyone who connects to the server will need to subscribe to this mod and load it before being able to play.

No, just click subscribe and make sure to load it in the launcher, like what you'd do for any other workshop mod. If you have any troubles, just post a comment or discussion and I'll see if I can find the problem and solve it. Do note that this mod should have no effect on NVGs on user-made mods.
