The artifact's enchantment has a chance to trigger a variety of effects when the wearer's health is reduced below 15%. Most commonly, it restores a large portion of the wearer's health. In addition to the first effect, it can also provide you with a Flame Cloak lasting for 15 seconds. Very rarely, the mask can summon a spectral dragon priest that will aid you in combat for 60 seconds.
Provided for myself as the text is unreadable on the item inventory card. Verified in-game that these effects are present in active effects window. Nice work!

It'll look a little weird in the description box, but you can then put it on anything you like.
The Worn Restrictions will allow you to enchant it on anything that can recieve the enchantment. Such as the EnchantmentMagicka. Any item you can put that on you can put Ultra Konahrik's Privilage on.
I don't advise you to put it on more then one thing. That'd be just crazy.
Then, in the Object Window: Go to Magic then Enchantment. Scroll down to EnchDragonPriestMaskUltra2
Highlight it and select Edit.
Change Base Enchantment to EnchDragonPriestMaskUltra2
Change Worn Restrictions to something like EnchantmentMagicka.
I don't think you need to change the base enchantment, but I did.
Proceeded to enchant my Daedric Mask with it.
I feel amazing. Everyone should have this feeling. I wish it had your specialized description, but this will do.

I find myself deeply wanting it right now. A Daedric looking mask with this enchantment on it? Hell yes!
I tried playerenchantobject and so forth. Failed. If you have any idea, Corpsegrinder, or maybe want to contact the other mod owner to see if you can use his mask texture... I'd love you to death.
Imagine this mask with the jagged crown on top of it, i think that would be badass.
