The largest reason they can't afford to give normal guys armor, but can have planet destroying weapons, is that the tech for these planet destroying weapons is lost, so they only have ships from the past, and nothing new. They can make the power armor though, just don't have a lot of ways to do so.

Imperial gaurd are also like... Massive trillions, compared to Space Marines, which are a million total. A thousand chapeters. A thousand space marines in each chapter. Each one is also worth thousands, if not hundreds of thousands of Imperial Guard.

in other words, the cannon fodder. this bodes ill for the expedition

They arent using powerarmor since these arent spacemarines, but the Imperial guard. A less well equipped part of the human army.

it would look like you arent space marines in this scenario.
