Grimy's original doesn't work with WoTC, so nope.
Don't think so. Perk Pack adds a bunch of new PCSs (but not sure why it'd be changing the UI to select and add them), this mod allows for multiple PCSs (a while since I've used it though).

This mod is not fully LW2 compatible. You can still install this mod with LW2 but be advised that you may end up with 2 versions of certain items as LW2 already has everything that this mod contains. In other words this mod is a little bit redundant if you are using LW2.

Funny thing: If I unsubscribe to this mod - but do not unbind it - I get the modded UI with the second slot when opening the PCS screen of a soldier. The second one is of course locked, cause the mod isn't there anymore.
But with the mod installed, my game crashes.
If you want this mod for its items along with perk pack make sure you are not also subbed to Grimy's Cut Psi Content too, I forgot to unsub from it when I subbed to this mod and it messed up the PCSs (at least for me it did; they're redundant anyway). Also I've noticed if you end up unable to apply PCS chips at all you will need to clear out your xcom user config files in your docs folder and try to mess around with the load order between Perk Pack and PCS Expansion. Doing those things made the mods play nice a little bit.
Am I right to think that this PCS Expansion is still incompatible with LW2? I am guessing that LW2 fiddles around with PCSes a bit.
that's not a bug, that's how the game's pseudo random number generator works.
it locks in a seed so a certain sequence of actions always happens.
but sometimes when you reload a save, the seed gets scrambled on your next load.

Could I make a request? I was wondering if you could make it so that you can just straight revove PCS's once you've unlocked the ability to replace them with the continent bonus. If you don't feel like it that's fine, but I just don't know enough about modding this game to do it myself; I think a lot of people would appreciate that sort of feature though.
My mod only edits the vanilla skullmining dudes right now, but there should be an ini edit to handle advent priests as well. Maybe i can automate it? Not sure though.
Balance Tweaks
All Balance tweaks can, of course, be edited or removed in the INI
PCS's are no longer dropped as loot
Perception PCS bonuses roughly halved
Perception PCS no longer rarer than other PCS
They are instead rewards from skullmining
