Considering update was 2 days after HF and 3.0 dropped. Gonna guess yes, but since not the author can't say that's 100% accurare.
I prefer to start earlier with smaller retinues (mostly for immersion/roleplay reasons).
With the help of your data i was able to change the base game data to the values you are using in your mod.
Now i have the vanilla-sized retinues with your settings, which is exactly what i wanted.
