I still use this and I have no CTD. I would ask to check your load order or it could possibly be a mod conflict.

My bad, it's "outliner.gui" just like @perma_tilted said. I don't know why I wrote "overlay"... Sorry for the misleading information, I wish I could edit my original post.
The file is found in <mod_folder>/interface/outliner.gui.
