Not sure but I believe this 15% discount on unit production and gold scales with EVERY city you possess. I just played on epic game pace on deity with 6 cities and an Immortal was just 30 gold to buy outright. Don't think this is exactly how you intended this to work, right? :) Anyways, nice mod, I like especially the replacement for the monument.
