Doing the workaround posted by @Tristus helped. I added "RequiresXPACK=false", since I don't have the DLC.
Its possible that you have a mod conflict or need to adjust the mod's ini (should have mentioned that in my previous post. I apologize for that). Personally, you should be using the Mod Config Menu mod. That allows you to adjust the number of starting scientists and engineers in the game menu.

When i dont have a internet connexion, steam tell me is offline :
- i can't see the steam workshop in the Xcom2 laucher mods.
- I only see the Nexus Mods (manually installed)
- internet connection seems obligatory for see steam's mods on the XCOM2 laucher mods.
- I see and can play to all my games without workshop add.
- i see games shared by a friend (shared library), but i can't to play. Steam tell me buy his games to be able to play.
So, i suppose internet connexion is obligatory to play XCOM2 with Steam's mod (and to play shared games). I'm wrong ?
(My life / I use the internet connexion of my neighbourd next door, but she move to an other town next month. So i am soon disconnected from the world. If i can't play with steam mods for xcom2, it's going to ruin my life… I hope to find another neighbor sharer or a hotspot code.)
PS : I use Apple computer on Mac OSX.
I have troble with my internet. Steam Mods necessary is online for play. :/
No bug with other mods, its perfect.
