Particle is "Tacoman_snow" in workshop/particles, and there's a list of ones to choose from.

I have SFM Downloaded to another drive named New Volume, it's not there.

OP already commented on this. The pcf file installs to C:\program files (x86)\Steam\steamapps\common\SourceFilmmaker\game\workshop\particles

This doesn't appear in the pcf list for me either. Is it possible the file installs to a folder other than game\tf\particles? I checked usermod\particles, and it was not there either.

After uninstalling and reinstalling I'm still not sure where this file ends up.

Make sure you check in the "workshop/particles" folder. Not the default "usermod/particles"
