I select it on the mod screen but after "next" and "single player" nothing shows up in any of the lists of the game setup menu.
Any help would be appreciated!

I'd recommend there be different benefits for either building settlers, or avoiding it. If a settler isn't built, you get one set of bonuses. If a settler is built, you get a new set of bonuses to replace the first. Or should it be once a second city is founded? This might work for anyone with different play stiles, each bonus set can compliment different players and their different agendas.
The powerful attacking Gallas is lost for the far more defensive Securitron.

Unsub, delete the mod, resub. It's like uninstalling and reinstalling a game but on a smaller scale.
The timelines are screwed up enough as it is with President ♥♥♥♥ Richardson ruling the Enclave at the same time President Aaron Kimball rules the NCR. Super Mutants would be better represented as a UU for the barbarians.
Do you intend on doing one based on the Crimson Caravan or Boomers?
