As for the veteran legionaries, I thought I'd already added them for grand campaign (but only after the required technology) and the Augustus campaign, but maybe I've misremembered?
Yes, use it if you want, it's fine.
I only edited a few tables that in such a way that it can hardly be viewed as particularly special to me (anyone could have thought to do it, unlike adding custom units, for example), so you could perfectly well have created it yourself.

Also, just a personal prefrence, isnt having Praetrians from the go a bit over the top, specially when you already have the First Legion available? Seems a bit OP to have that fairly lategame unit at the start of the game.
I don't know which tables DEI edits, so I don't know. If DEI edits the commander_unit_permissions or unit_required_technologies, probably not.
