As a example, for the Infanterists, I was able to fix this by replacing ApparelRequired tag with this:
<apparelRequired>
<li>INTLND_Uniform_Standard</li>
<li>INTLND_InfantryKit</li>
</apparelRequired>
This makes sure that every pawn of that type will spawn with their infantry gear + whatever else they want based on their ApparelMoney (usually those snazzy helmets).
Probably just an issue on my end, anyway. Thank you for the mod!

and yes sadly the sash does use the same layer as the coat, i'll probably move it to the middle layer though
